From 1 January 2026, major changes to the EU Emissions Trading System (EU ETS) will come into effect, and these changes will have a direct impact on maritime transport costs across Europe and beyond.

What Is Changing in 2026?

 

1. Full EU ETS Coverage for Shipping Within the EU

Starting January 2026, 100% of emissions from voyages between EU ports will fall under the EU ETS. This means shipping lines must purchase emissions allowances for all carbon emissions generated during these journeys.

 

2. 50% ETS Coverage for Voyages Entering or Leaving the EU

For routes between an EU port and a non-EU port (such as the UK), 50% of the total emissions will be subject to EU ETS charges.

From July 2026, the UK is also expanding its own Emissions Trading Scheme to include maritime transport, creating a combined regulatory landscape that affects all UK–EU maritime trade.

 

3. Increasing Operational Costs for Carriers

Shipping lines are facing higher carbon-related compliance costs, and these will continue to be passed through the logistics chain in the form of monthly ETS surcharges.

Clients should expect noticeable cost increases from January 2026, and a further uplift from July 2026 for UK–EU trade.
