'All-risk' coverage protects against all physical loss or damage from external causes, except for specifically excluded perils. It offers the broadest protection and places the burden of proof on the insurer to show that an exclusion applies. 'Named perils' coverage only protects against specific risks listed in the policy (such as fire, collision, or sinking). The burden of proof is on the insured to demonstrate that the loss resulted from a covered peril.
Generally, cargo insurance should be arranged before the shipment departs. Carrier liability is typically limited by international conventions and carrier terms. For example, ocean carriers' liability under the Hague-Visby Rules is limited to approximately $3 per kg, while air carriers under the Montreal Convention are limited to about $28 per kg. These amounts are often far below the actual value of goods. Additionally, carriers are not liable for many common causes of loss such as natural disasters, acts of war, or strikes.
